What to know before building your own Rig?

Mga fafa, i just would like to ask what are the things to know first before building your own rig/cpu?
I am planning to build my own, but i am kinda hesitant since i did not study or go to School about this stuff. Pero ga sige lang ko ug basa till i gain some knowledge.
To enhance more sa akong knowledge i would like to know what are the things to consider before bulding my own rig.
Be easy on a newbie.

1.) I know the budget is important pero let's take that out from the list to consider as of now.
I want to know what are the other things to consider.
2.) That can run CS5 very smoothly, smooth gaming, will work on win7 64bit,can deal with above
average multitasking without degrading any performance or lags.

So first thing is first, where would i start? rather than the budget.
