mayor's permit problem...

i have a question istoryans...we are currently processing our mayor's permit, but the problem is, the previous owner of the place we are currently renting has not closed the permit yet with city hall...how do we go about this

most of the owners are no longer here in cebu since the owner went to australia already...how can we try to continue with our permit with regards with this problem

any idea so far the admin of the entire place that we rented, said that we can asked city hall to close it? is it possible thanks...
