If CH will set aside 10M cash aid yearly, why dont this 10M spend/open to livelihood programs that applicable or suitable in Cebu City anyway. A state own livelihood program (factory or manufacturing) that specifically intended for solo parent. Like paper bags production. Paper bag making can even help to Cebu City instead of using plastic. Aside from long-term program, they earn a living & CH also benefited. 10M yearly is not a small amount & still increasing depending on numbers of solo parent per year & it goes only to the mouth of parent or playing card & texas not for their children..

For those who planned to be a single parent, find a partner P5,000.00/year isn't worth it. You will be a beneficiary of an insult for the rest of your life, it will not help you it will degrade you. Not to mention a huge fraction of that insults will go directly to the pocket of those who dare to consume insults and can live with it.

hand them job opportunities, not a measly 5k.
one may argue nga dako na ang 5k.
