i spend some of my pension by sending books to the philippines for the schools. We (my wife and I) help the kids in the mountain regions here by supplying them with quality books, encyclopedias and dictionaries. so far we have sent 1500 books to 14 schools. we have another 1500 yet to send from oz. if these rules are applied I will have to stop sending the books.
as for the foreign aid, what we do at rotary is a combined effort to help with reforrestation, mangrove planting, helping the elderly and disabled and of course medical missions. The aid (and medicines) are supplied THROUGH people like me in rotary contacting other rotary clubs abroad to help here through matching grants. I dont donate my pension to it, but my time, contacts, and expertise in whatever field I can help in.
thats what rotary and the village aid program is all about.
it will actually affect around 1000 australians living overseas on DSP. many are in the philippines. Its these people who will be affected the most. We stay here because its our choice to be here.
i stay here because i have a family here and direction here, i can afford to raise my family and am helping the poor here.
i know i would have a better life in Australia but it would be at a greater expense to the aussie taxpayer and i couldnt help the filipino people anymore.
You know, back when my Aunts and Grandma went back home here, they've always told me that tax returns are not just free money, or any money from the government are free money (i.e. DSP).
When the economic crisis in the America erupted, Australia had one thing to counter it, and that is to give away money. You can spend it all you want but there's a rule, you should spend it immediately(i.e. not put it in a bank) and you should never put it out of the country. I believe the same ruling still applies but even if it didn't apply right now, you should still do it. Why? Australia needs a bigger cash flow.
It will be a more pain in the ass to the taxpayers and to the economy if the money that the government gave away went into the economy of other countries and not to the Australian government. Remember that DSPs/Tax Returns are taxpayers money.
While I gladly appreciate your help to the less unfortunate here in the country, you should not sacrifice your income for that one. What would your help do if the government has castrated your income just because you refuse to come back to the land down under just even for a few months?
The Government just wants to make sure that their money goes in the right flow. If all Australians who benefited on this one did something similar to what you are right now, there would be a huge vacuum of cash flow in the economy of Australia right now.
Just my opinion.

Well your wife needs to get a job.. you can sponsor your family and live in Australia. Then you can live off your pension while your young wife gets a job... Pension is only meant to support the pensioner, not the entire family. I don't think they expect people living on a pension to be starting a new family at this late stage. It was your decision to do this, so you should be figuring out a way to make it work.
