you guys have consumer rights. exercise it and dont make yourself helpless to this issue. Do read their terms and conditions. from there you can decide what to do next. You can even seek legal counsel for this problem.
I was once considering Smart WIFI as the first option for my DSL connection at home. I then decided to push through with Globelines after i knew that the infra of this is Meridian. Though its under Smart now, still the infra is the same maybe with just some or most upgrades.
Smart should not make those "Base Station Down", "Upgrades", etc. as an alibi. They are providing service. You are paying for the service they provide. In short, if they can't serve, then why pay?
