Is there an DSL ISP(Smartbro, Globe, PLDT...etc.) where i can subscribe without a contract I'm leaving out of the country for 8 months and i want to have a DSL while i'm still here in a couple months....

Smart cellphone prepaid. You could use your 3g internet P10/30min. Not DSL speed though.

i think PLDT offers such..

i was in their office last time and i heard them talking with a foreigner who's just staying here for 3months and they said they have a special package for non lock-in subscribers..

I think you can get a regular line, then just pay the last month of the bill before you leave and inform them of a temporary disconnection because urgent matters need to be attended outside of the country and will resume your subscription when you return ( if ever you would return ) its their loss anyway if they insist to continue the subscription.
