    Use partition magic.

If you don't have a legal copy, you could use open-source solution but must use linux to run gparted.

No need to format first. Just run fdisk again to erase the 2 partitions. Then create a single partition with the 100% of the drive. Then you can format the new partition after.

But this is a destructive solution. Your data in the 1st drive/partition will be erased. Better use partition magic. Just erase the 2nd partition then make the 1st partition larger.

Yes if you are not familiar with linux and gparted. Partition Magic is a commercial software. You could use the free open-source solution on the link I posted above but not easy for a newbie.
It is like deleting F: and making C: drive larger. Formating F: is just erasing data.

Another way is to erase both partitions C: and F: then making a single partition but this is destructive. Your data in C: will be gone.

ok sir.. I will try it.

Is it ok to use this kind of removing partition?

Right Click My Computer > Manage > Under Storage, disk Management, then select the partition you want to delete, "Right Click" and "Delete Partition"

I found that technique in the internet, but they said it's not safe.

It is ok. But don't remove your boot/default partition (drive C. Your drive F: can be removed this way. Partition magic can do this also.
