How to "Hover" Help needed

My girlfriend is studying web design from home and is in the middle of preparing her first website which is naturally all about the Philippines. One thing she would love to do is learn how to produce menus were you can "hover" your mouse over to produce another menu like this one

She is knowledgable in HTML and basic CSS and would like to know if there is a simple code she can use to produce this hover effect?

For example, one of the links at the side of her page will be "Philippine islands" so, when someone hovers their mouse over that she would like a sub menu to appear, showing Luzon, Visaya and Mindanao

This can be done with purely CSS.
No javascript involved if using Firefox or Opera. Only the non-standard M$ IE needs a hover hack function.

drop down menus can be done with CSS and Javascript (DHTML) but i recommend not using such on your sites unless really needed. Try to make your links as straight-forward as possible.
