Synopsis : At 2:00 a.m. today, Tropical Depression "COSME" was estimated based on satellite and surface data at 390 kms west southwest of Calapan, Oriental Mindoro (12.8ºN 117.5ºE) with maximum winds of 55 kph near the center. It is forecast to move north at 7 kph. Meanwhile, an Active Low Pressure Area (ALPA) was estimated at 170 kms east northeast of Casiguran, Aurora (17.0ºN 123.8ºE).

Synopsis:
At 2:00 am today, Tropical Storm "FRANK" was estimated based on satellite and surface data at 200 kms East of Guiuan, Eastern Samar ( 10.8°N 127.6°E ) with maximum winds of 110 kph and gustiness of up to 140 kph. It is forecast to move west northwest at 15 kph.

Forecast:
Eastern Visayas will experience stormy weather while Bicol Region, Central Visayas and Northeastern Mindanao will have rains and gusty winds and its coastal waters will be moderate to rough. The rest of Visayas will have occasional rains while the rest of Southern Luzon and the rest of Mindanao will be cloudy with scattered rainshowers and thunderstorms. The rest of Luzon will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms mostly in the afternoon or evening.

Moderate to strong winds blowing from the West and Southwest will prevail over the western sections of Visayas and Mindanao with moderate to rough seas. Elsewhere winds will be light to moderate blowing from the Northeast and Northwest with slight to moderate seas except during thunderstorms.
