Does this happen on all your USB ports?
Possible causes:
1.) Power supply, its not supplying sufficient power to the motherboard so the motherboard cant allocate power to the USB ports properely. Test with other USB devices, like USB Bluetooth dongle, IPOD etc..
2.) USB driver problems: Uninstall then Reinstall your chipset Drivers and upgrade your OS to service pack 2 (if not yet done, since Sp2 has more stable USB2 drivers)
3.) Your flash drive is busted - test it with another flash drive.

USB 2.0 drives would run without hiteches on a 1.0 port really, just slower, and windows notifies you of this, but that shouldnt cause the system to restart.
Another thing to do is to prime your system make sure wala gyud kay hardware issues. Burn it in for a couple of hours, 8 to be sure
try ryan's advice first. if it will not work then test your usb device on another PC. if it is okey on another PC then your USB interrupt may have some kind of conflict. you can correct this by updating your IRQ in the BIOS.
i say its power supply issues..
grounded port etc..if dili mu bluescreen.
if mu bluescreen..it's driver configuration
possible defective imo usb drive ( could possibly short out the power supllied by the port and will be interpreted by the power supply as an overload thus shuts down the power supply and restart the PC )
Keep your windows xp updated...
