how about a palm? a zire may fit your budget. its a basic organizer but you may view short files tingay in its memo.

there are java apps that can do that,
before, i used microreader and readmaniac,
now i'm using BookReader by tequilacat.

you can't just edit the textfiles though once you install it.
you have to re-install it if you want to place new text files.
