AN official of the Land Transportation Franchising and Regulatory Board (LTFRB) yesterday proposed to let public utility jeepneys have priority use of major thoroughfares in Cebu during peak hours.
LTFRB Board Member Antonio Enrile Inton Jr. said private vehicles can always use alternative roads.
I don't want to interfere with the policies of Cebu authorities but what is good for the vast majority should be prioritized, said Inton, a lawyer.
He said majority of the population do not own cars and rely on public transportation for mobility.
Unlike private vehicles, Inton said, public utility jeepneys are restricted to their franchise routes. They get apprehended if they take a detour or use an alternative road to escape traffic jams, he added.
Alex Bordadora, chairman of the Visayan United Drivers Transport Service Cooperative (Vudtrasco), supported Inton's proposal.
He said that if the number of private vehicles entering a major thoroughfare is regulated during peak hours, traffic would be more manageable.
Inton also said he has been tasked to review Joint Administrative Order 2014-01, issued by the Department of Transportation and Communication (DOTC), Land Transportation Office (LTO) and LTFRB.
JAO 2014-01, which raises fines and penalties of traffic violations, is the subject of opposition by drivers and operators, who described it as oppressive and anti-poor.
Inton said he is in Cebu to gather inputs from stakeholders in Cebu. I will include their valuable ideas and comments in revising or amending JAO 2014-01, he added.
LTFRB 7 Director Ahmed Cuizon said that he asked protesting drivers and operators to wait for the results of the review on JAO 2014-01.
Rest assured, government will consider their points in the ongoing review of the JAO, Cuizon said.
