- as much as possible use the index/primary columns on your where clause ..especially if you expected to only fetch about 20% or less of the total records.
- if your about to fetch 80% of the total records ... better use a full table scan ..
- avoid using functions on your where clause ( to_char() , upper() ..etc)

And on a PL/SQL block

- avoid repetitive selects .. kung madala ug usa ra ka fetch ... isaha na lang ug fetch make use of the relational structure
