Usually you will combine voice over video editing... para video I use Adobe Premiere... for Voice Adobe Audition... If you are a MAC user common kaayo ang FinalCut for Video Editing and Sound track pro or ProTools for Voice and sound editing....
pero now a days Adobe Products can now run on MACs...

Yeah sony vegas would be the best because with one easy click, while recording audio the video plays back as well.
