Abandoned dog by our neighbor, left without food and water

Hi,
our neighbor moved out of their house and moved to another subdivision. they left their dog inside the gate without food and water..it has been over a week now and dog keeps on howling..we just give it food and water so it could somehow survive but i want this dog out of that fence..
is there an animal welfare help desk we can report these cases?

General Information
HOW TO ADOPT

1) Fill up the questionnaire regarding application for adoption (In-charge staff will be evaluated and assessed the potential applicants. Cebu City Pound reserves the right to deny any adoption application. Although all animals are given an exam prior to becoming available for adoption, Cebu City Pound cannot guarantee that these animals have not been exposed to an illness prior to coming to the Pound)

2) If it seems you are a good fit for each other based on the info you provided, complete the pet adoption form
NOTE: Cebu City Pound requires adopters to be at least 18 years of age

3) Meet the adoptable pet(s). Choose the cat or the dog, kitten or puppy, that would complement you and your home.

4) Pay adoption fee worth P150.00
Adoption fee covers:
* Rabies vaccine for an adopted pet
* Spay and Neuter
* Deworming
* Cebu City Dog Collar

what is the breed of the dog? what is ur location?i can adopt the dog..here is my number 09324521217

our friend texted the owner of the dog,
telling her: unsa mani inyo dog? inyo man gipasagdan, pakan-a pud intawn ni ninyo

later the helper went and brought only rice for the dog. (ambot gamay ra gikaon kono sa dog)
our friend told the helper to let the dog go but the helper said she had strict instructions not let out the dog.
kay bantay kono sa balay nila...bisan wala na sila diha puyo..
