Nancy Binay, four other candidates earn money in 2013 elections
The recent election became an income-generating venture for at least five candidates, who joined the senatorial race in the May 13 polls.
Commission on Elections (Comelec) records showed Senators-elect Francis “Chiz” Escudero, Paolo Benigno “Bam” Aquino IV, Grace Poe, and Nancy Binay earned money during the campaign period.
Comelec also revealed former Philippine Constabulary chief Ramon Montano also earned millions even after suffering from a loss in the mid-term polls.
But Montano denied he spent less than what was donated for his campaign run.
In a separate interview, Montano clarified his camp actually spent a total of P7.6 million for his senatorial campaign.
“Actually, I spent more than what I received that’s why naglabas ako ng sarili kong pera (P1,383,000) from my personal funds,” he explained.
“I did the report myself and as far as I can remember, I only received P6 million in donations and spent more than 7 million during the campaign. So kulang pa,” he added.
Releasing the summary of each candidates’ statement of contributions and expenditures (SOCE), the poll body noted Binay became P8 million richer after the elections.
In her SOCE, Vice President Jejomar Binay’s daughter saved P8,174,335 after only spending P128,695,057 out of all P136,869,392 campaign donations she received from her supporters.
Montano, for his part, saved a total of P5,246,175 after only spending P1,383,000 for his campaign from the P6,629,175 contributions he collected from his family, friends, and supporters.
Aquino also earned P1,165,025 after failing to liquidate P125,493,000 funds donated to run his senatorial bid. President Benigno “Noynoy” Aquino III’s cousin spent P124,327,987.
Re-elected Senator Francis “Chiz” Escudero declared his P753,691 savings from the 2013 senatorial campaign, saying he only used P100,723,309 fund from all the P101,470,000 donations he got.
Meanwhile, Senator-elect Grace Poe Llamanzares saved the least funds amounting to P156,347. She declared she was only able to use P123,448,994 out of P123,605,341 campaign donations she raised in the 2013 campaign period.
Former Olongapo City councilor JC Delos Reyes was the only candidate who did not spend a single centavo to support his senatorial campaign.
His SOCE even revealed that Delos Reyes saved the P20,000 contribution he received from his political party, Ang Kapatiran Party.
Comelec chair Sixto Brillantes Jr. said it’s totally up to the candidates if they want to keep or return to the donor the excess campaign funds..
But should they decide to keep it, Brillantes clarified the senatorial candidates need to declare the money as part of their annual income, which should be subjected to tax by Bureau of Internal Revenue.
In a phone interview, Binay told Yahoo! Southeast Asia that she doesn’t have any plans of keeping the donations for herself.
“I plan to donate the excess to charitable institutions if the Comelec would allow it. But we need to formally ask first,” Binay said.
Binay said she wants to donate the money to Bright Halls Children’s Foundation.
Meanwhile, Comelec revealed nobody gave donations to support the re-election bid of former Senator Jamby Madrigal, who paid everything for her P39,132,083 campaign expenditures.
Businessman Ricardo Penson also did not receive any financial support to fun his P19,698,760 worth of campaign expenditures.
In her SOCE, Senator-elect Cynthia Villar only received P2,613,454 as additional source of fund apart from her own P133,979,127, which she used to launch her national campaign earlier this year.
Only constitutional and international law expert Marwil Llasos failed to submit his SOCE as of Tuesday. He still have until June 30 to comply with Comelec requirement.
