Okay, I just wanted to find an apartment and I get an infraction, not sure why I have to post so much for that.
If anyone can advice me a Philippines classified for rentals that are cheap, that would be nice.

Rules are rules... that's why you were prompted to read the forum rules as you registered here. It's just very disappointing that other forum members gave you the wrong advice knowing that such action is against the rules of the forum.
My advice for you is to just scan through the real estate section of the classifieds.

What I cant get is what city does Lapu Lapu belong to? Cebu?

Jiovanna... Lapu-Lapu is Lapu-Lapu City ... are you familiar with Cebu's "geography"?
