Its the other way around. It's thier camp who shipped in goons from bohol to do some damage. Some of these imports lives in sitio Maharlika in Tipolo and others are scattered in Tabok and Opao.

The Ouano had one Boholano try to infiltrate Jonas's camp but got busted. He then turned around and accused Jonas's brother of beating him up which was a lie as there were about 20 of us in the well lit terrace and he named the wrong brother too.

    Rivals ‘planning to kill Jonkie’

IF RIVALS fail to have Thadeo Jovito “Jonkie” Ouano disqualified from running for mayor, they will have him killed, former Mandaue City mayor Alfredo Ouano said yesterday.

Alfredo, the patriarch of the powerful Ouano clan in Mandaue City, said they received reports that 15 goons from Bohol and Masbate were hired by their political opponents and are now operating in the city.

    Pinoy Votes: Sun.Star Election 2007

“Ang akong pangagpas kay wa man silay mahimo kon dili ila patyon, ipakapin ang apohan (I think they realize that they can’t do anything if they don’t kill Jonkie, including me),” Ouano said.

Jonkie, Alfredo’s grandson and son of suspended mayor Thadeo, is facing questions on his qualifications to run for the post held by his family for years. Rivals are questioning his residency and whether he qualifies to be a candidate after renouncing his American citizenship.

The Ouanos called for a press conference yesterday to present their answer to the petition to disqualify Jonkie from running for mayor.

    Legal requirements

Mario Ortiz, Jonkie’s lawyer, said in the press conference that they answered all allegations against his client. He stressed that Jonkie properly reacquired his Filipino citizenship and is qualified to run for an elective post.

Ortiz said they already submitted the answer to the Commission on Elections (Comelec) 7 and the agency already set a hearing for the petition on April 30.

Ortiz said Jonkie’s rivals will fail in their plan to disqualify him because he complied with all legal requirements to be a candidate for mayor.

Lawyer Briccio Joseph Boholst, however, said the date of approval of Jonkie’s certificate of loss of (US) nationality indicates he reacquired his Filipino citizenship only for 11 months before the May 14 election.

Comelec requires one to be a local resident for a year before the May 14 election.

A stamp with approval of the US Department of State on Jonkie’s certificate of loss of nationality bears the date 6/21/06.

In their answer to the petition, Ortiz stated that vice consul Edward Soltow attested to Jonkie’s renunciation of his US citizenship.

    Oath

Boholst said Jonkie’s voter’s application for registration was dated June 20, 2006. This, he said, means that he applied for registration the day before the US approved his loss of nationality.

“A Filipino who wants to reacquire his Philippine citizenship and before he can run for any public elective office must renounce any and all foreign citizenship before a public officer authorized to administer oath,” said Boholst quoting Section 5 of Citizen Retention and Acquisition Act or Republic Act 9225.

He added that this renunciation must be made at the time of the filing of the COC. He said Jonkie did not comply with this.

Jonkie’s renunciation, based on their answer, was done before an American official.

Boholst said Jonkie need not give up his US citizenship just to run for mayor because a simple oath of renunciation, done here, will do to make his COC valid. (OCP)
