try using dreamweaver , drag and drop elements to the canvas like using ms word... then publish to your web server(paid/free)..

you can search the net for free web servers, you can practice the basics there.

kung gusto ka maghimo ug website, you need the following:

1. domain name
2. web hosting
3. website files

all of the above can cost you money, so you have to allot budget for each not just the website alone. if you don't mind PM me your budget, maybe we can make a deal.

If ganahan kag free, daghan man kapilian like wordpress for example. name sa imo website wud be urdesiredname.wordpress.com
u don't need to do any programming kay makapili raka sa available nga themes and templates. but if u want to have your own domain name(urowndomain.com), tag P500/yr sa halos tanan domain/hosting company then to bring ur website live, kinahanglan kag webhosting. CebuWebSolutions is offering free hosting(read it from one of the threads here)
