    'Pay-what-you-can' bill for poor patients eyed

    MANILA, Philippines – A Quezon City congressman is pushing for affordable hospitalization in government hospitals through a bill implementing a "pay-what-you-can" policy.
    Rep. Winston Castelo has authored House Bill 6726, or the Pay-What-You-Can Hospital Entitlement Policy Act of 2012, which aims to allow poor patients seeking diagnosis, treatment and cure to pay what they can.
    "This bill envisions that special hospitals, regional hospitals, medical centers and sanitaria should implement this 'pay-what-you-can policy' so that poor patients do not have to worry about their treatment, confinement or hospitalization, and healing from their illnesses," Castelo said in a statement released Saturday.
    "The whole rationale of this measure is anchored on the view that the proposal while it sounds novel or bold is actually just a simple mechanism of check and balance," he added.
    Among the hospitals covered by the proposed policy are the Amang Rodriguez Medical Center, Dr. Jose Fabella Memorial Hospital, East Avenue Medical Center, Jose R. Reyes Memorial Medical Center, National Center for Mental Health, National Children's Hospital, Philippine Orthopedic Center, Quirino Memorial Medical Center, Research Institute for Tropical Medicine, Rizal Medical Center, San Lazaro Hospital and Tondo Medical Center.
    Also included in the coverage are the Philippine Heart Center, Lung Center of the Philippines, Philippine Children's Medical Center, National Kidney and Transplant Institute, and Philippine Institute of Traditional and Alternative Health Care.

    - For me this is great BILL specially for the POOR and Poorest Filipino People.. but the problem is basin paso-ungon paka sa Butas ng KARAYOM before ka maka Avail ani..?Paetah!Hinaot ko easy procedure lang unta ni labi na sa mga pobre kay dako kaayo ni katabang!

    Lisod ning ngani kay at the expense of the tax payers,
    besides, dili mag kat.on nang uban ug paningkamot kung naay ingon ani na bill.
    also, e abuse ra na sa mga close allies sa mga politicians.
    Like here in our city, I remember naay mga blue card for indigents,
    pero ang mga patients mag dala ug blue cards sa hospital kay mostly mga middle class,
    unya mga hambog pa gyud kay kuno close sila ni mayor or kinsa pa na politico.
    malas lang nila kay usually kada duty nako, ako partner ug duty kay anak sa congressman pod mao dili sila ka arte.

    A pro-poor bill, quite helpful
    but I'm baffled how does the mechanism of check and balance
    works in this bill.
    Where does the funding should come from?

    The government has a knack to gear towards the poor. Its not good! Mas hayahay pa ang pobre kaysa naay kwarta kay tig-tapal nila!

    Atay ning gobyernoha... Ang philhealth kay 3% na gyud na imu sweldo ang kuhaon, nya ipanghatag ra sa mga politiko ang philhealth card sa mga botante nila... animal...
