Mga bro, I just found out now that Tomas is an incorporator of CIPC (Cebu Investment Promotions Center). Although the fact did not surprise me as the said private entity even gets budget from City Hall to operate. This despite COA's warning that the support is illegal. Something is really fishy here......what do you think?
