Need help sa pagpangapply...

Ok here's the thing, I'm actually a call center agent here in Cebu and my childhood best bud is coming this month to apply for a job. However, he only finished TESDA, he's an electrician, and I want to help him out in looking for a decent job here in Cebu that is somewhat related to his course. General electrical maintenance would suffice, however if worse comes to worse and we haven't found something, I was considering in letting him apply at Jollibee, Mcdonald's, SM and Metro malls... Can someone please tell me the process on how to apply to these places?

Also if you do know a place or a company that's currently hiring an electrician please do reply, I'd really appreciate it. Thanks a million istoryans.
