YES! in fact anybody keeping a wild caught, endangered species should secure a DENR permit may it be in the form of a wild life Farm permit or a certificate of wildlife registration (CWR). A sailfin lizard (Hydrosaurus sp. / postulatus) belongs to the Philippine endangered species as its race is distinctive of its province. Without a permit, one is never legally accredited and allowed to keep such species and if ever caught by the authorities, they reserve the right to sequester the aforementioned animals. Just go to DENR office at Banilad and look for Sir Kid Iray of PAWZZMS, he'll help you with that.
you need a permit to legally keep a sailfin as it is a threatened specie. be aware though that not just anybody can get a wildlife farm permit. there are requirements/inspection that you will need to go through.its not as simple as going to DENR and applying for a permit especially when what you are applying for is a protected specie.

@makoy-x...dili man sad. The DENR wont do that in order not to deter responsible keepers and prevent further black trading of this species. It is also one way of monitoring the actual numbers of animals (endangered) kept in the households. At least those who are serious of keeping these animals would show sincerity by going thru the hassles of permit procurement and this would also serve as a discouragement for people from keeping endangered animals for mere caprices.
