How to Unlock iPhone 4s Smartlock?

Good day everyone!

I got this iPhone 4s from National Bookstore raffle. The problem is that, I cannot activate my iPhone using globe micro sim.

Globe outlet inform me that the phone was Smart lock. And they are going to charge me 4k just for unlocking the phone.

Is there anyway that I can unlock this? Please help..
