The honorary consul of the Philippine Embassy in Bilbao, Spain was arrested by authorities for alleged malversation of funds through a foundation that he heads.
Honorary Consul Jose Luis Gamarra was arrested by Ertzainza Police (Regional Basque police) last week for malversation of funds of Anesvad Foundation.
Anesvad is a foundation of a non-government organization that has projects in Culion, Palawan. It also donates funds to India, Latin America, and Africa to help victims of AIDS and child exploitation.
