how to control network bandwidth?

mga bro, in an internet cafe setting... unsaon man pag limit sa bandwidth sa mga users? basically i want to limit it when they are downloading something para dili ma affected ang uban users kay mahurot unya ang bandwidth sa download.

3 com, Dlink, Cnet, Linksys with QOS means quality of service its a little bit expensive hardware device.

Try netlimiter, ok po sya, actually yan po ang gamit namin dito sa i-cafe.
