Looking for a Reputable hardware shop in Cebu

Does anyone know where I can find a reputable hardware shop in Cebu? I badly need one for the reason being that I want to surprise my mum, I will be building her a house in dumaguete and I wasn't too pleased with the hardware shops in dumaguete city because there wasnt too many and only limited supplies and only a few options to choose from so I was wondering if it's possible to buy all my building supplies in one shop and delivery charge might be free if you spend let's say 2million. My only budget is 5m for my mums house..won't go overboard more than 7m and I'm only after of a 250 sqm two storey modern house. Honestly I'm skeptical , I was gonna hire an architect but I know she will be very angry if she finds out because the last one we hired only ripped us off big time and ended up in a court battle. I will never ever do that again so what I'm thinking is, I will handle all the expenses cost from buying all the materials but what I'm uncertain about is, is an architect in building a house a must? Because some of them are asking bullshit amount of money eg 20,000 per sqm, or 10% for the overall building cost . I am not a builder and I don't wish to be one but the figures they're asking are just way off this planet in my own opinion and I have heard some horrendous stories of house gone wrong plus I myself have experienced it already. Cracked walls, water pipes leaking and the list can go on!

Im not trying to be a "know it all" sort of woman as I am only average but just sick a done with scammers so if anyone of you especially those in the building industry can help me out I highly appreciate it.

I don't mind hiring an architect only if he is fairly reasonable. Please enlighten me

Btw, I'll mention this again, this is a surprise for my mum. I will be building her dream house, she's in cebu and the block of land where I'm going to build it is in dumaguete. I don't know how long will I be able to keep it as a secret fro, her to surprise her but fingers crossed! Hopefully things won't go wrong

We have a contract sir but he blew off The money. My mum paid him in full amount which i know is pretty dumb but thats because she doesnt like owing people money so he ripped us off and didnt spend most of the money to the property instead he did something to it. Thats how we ended up in court and the court obliged him to finish the project which by the way he did pero inamaw pagkatrabaho

i hope this is not too late for your inquiry....kung during pa sa rough phase of the work ang kind of hardware nga imo gipangita, North Federal Hardware (t.padilla), Vic Enterprises (mabolo), Suson Lumber (mandaue) ang adtua....kung sa finishing phase na, Cebu Home & Builders (a.s.fortuna, consolacion, mactan, cebu south), Citi Hardware (mandaue, pardo, carcar), Cebu Worldwide (mandaue,cebu south, carcar), o Wilcon Builders (talisay) ang imo adtoon. kung one-stop shop imo gipangita, i wont recommend kai the price differences can be very high, better kung mo-go ka with rough hardware una, then ang finishing hardware next

yeah, ayaw full amount next time. partial lang aron naa paka kupot nila, atleast mas ma obligated sila mu tiwas. kung dili nila tiwason, or kung inamaw jud ila trabaho, dili naka obligated mu bayad nila.
