Call customer service and "THEY WILL" unlock it for you
provided
It is not tagged as LOST or STOLEN
It is no longer in CONTRACT by previous owner
If Contract was cancelled, Early Termination Fee PAID
What you need?
IMEI
Email address
just tell them you bought the phone in EBAY. no further questions will be asked LOL
expect the unlock code in 5~7business days

The latest unlock is using the ICCID exploit of the iphone's activation ticket. It is supposed to work on any firmware and on any iphone. Only negative thing about it is when you change to another sim, you would have to do the same method again and plug it to a computer with an internet access. But overall this is still a breakthrough in terms of unlocking.
My iphone4 got unlocked last week via at&t. i would suggest to try the at&t first, considering if you phone is at&t locked. because to will Factory unlock your phone forever. hehe
