Am not sure about stock market in the Philippines but for foreign in the US check out Scottrade.com i'm not sure though if they also do foreign accounts through online process but there's lots of local branches of that here. You might want to check out their site.

the last time i checked, they will not entertain foreign client (way back 2K1). Try Ameritrade & E-trade and DVS Vickers Singapore (ang taas ng commission like 30 per trade).. gudluk n lang sa imoha.

oic they wont. That answers my question. Mine is rather very conservative i'm in the S&P 500 spread out.

i have been using bpitrade.com for 2 years and I like it! minimum maintaining balance of your direct account is only P5,000. The direct account is the one you will use in trading stocks.
