Web designing. My take of web designing is that, it is creating the user interface for a website. Be it a web application/ web-based system or website.
- Though this is not a web technology, but I think it is very important for a web designer to have. That is
Creativity - A web designer should be able to be creative enough to design. In designing, of course the art is important and also the user-friendliness of the design.- Image processing application/software - a good design doesn't have to contain an image. But images can greatly affect your design, it can either make your web design awesome or awful. So I think it is a big plus if a web designer, knows how to use image process apps such as Photoshop, Illustrator and etc.
- HTML - No need to explain, a common knowledge for web designers.
- CSS - Like HTML, my suggestion with this is that, you practice designing with a tableless-layouts (Designs that doesn't use <table> tags).
- Javascript - in old times, this is used to animate things. Today, it is used both for aesthetics and for technical aspects of the application. Depending on what you are designing, javascript functionality may vary. By the way, this is a scripting language, so it means, you'd be making codes for this one. This is not a required though and these days, there are a lot of Javascript libraries that you can use to make your life easier. To name a few, JQuery, Sencha/ExtJs, YUI, Dojo, Prototype and etc.
- HTML5 - As far as I know, this technology is not yet fully released. But there are a lot of browsers that supports this such as Google Chrome, Safari, Firefox and etc. This is similar to HTML, but there are additional features added to the previous HTML, such as, data storing, multimedia capabilities (no more flash player requirement) and etc. Do take note, older browsers like IE6, don't support this. But this is commonly used nowadays, especially for mobile web development.
- CSS3 - the same case with HTML5. The additional feature of this one from the previous CSS is that, it supports new CSS rules. Like outer glow, text and box shadowing, rounded corners and etc.
- Adobe Flash, Silverlight and other multimedia applications - some web designers are asked to create animated websites. There are also cases the client asks for a Rich Internet Application (RIA) using this multimedia technologies. Don't get me wrong, you can still create a RIA using HTML/CSS with Javascript. It's just some clients prefer flash/flex or Silverlight.
I won't include server-side scripting languages such PHP and etc because, usually, it is the web developers/programmers who use this in web development. You don't have to learn server-scripting languages in order to do a web design. But it is your prerogative if you want to learn it.

if you really want web designing you dont need to master server side scripting or JS, CSS2/3, HTML4/5 and most of all photoshop... would do just fine then again depende ra na nimo how far will you go...
