Greetings Istoryan!

Scenario:
I'm planning to have a beach vacation at moalboal w/my fiance, her sister, a friend and my 2 dogs(1yr old minipin & a 5 months old labrador). Since we don't have our own vehicle and riding a bus or a van is more hassle. We plan to rent-a-car for an overnight stay. We can't afford to leave the dogs since nobody will lookout for them, and in this way they can also enjoy & socialized together with us.

Issues & Concerns:
1.) Are pets allowed & tolerated in Moalboal beaches? Can you name one?
1.) I contacted several rent-a-van agency but the cost is too high. Do you have any info regarding low cost rent-a-car & self-driven is allowed?
