Really depends when it comes to generic rams, first factor is the memory modules they carry.. manufactured by who.. and the lesser concern is the manufacturer of the PCB.
On a general note, generic rams such as those are "Just fine" if you want more reliability settle for the likes of Twinmos,Geil,Corsair and Kingstone.

starram IS branded memory, (starram gani ang brand) of course mas nindot jud ang mga higher end more expensive brands like corsair and kingston,
i have boards that have starram sdram and boards that have starram ddr-sdram they are un overclocked and have served me well for years.
i also recommend those "better" brands especially kng critical operations imo gigamitan. but 'generic' brands do the job too

The correct term here is "Generic" Memory brand.
