Tree planting eyed for marriage license?
CEBU, Philippines - Those against the proposal requiring couples in Cebu City who wish to marry to plant at least five trees are encouraged to be present during the public hearing at the City Council’s session hall on November 9.
Councilor Edgardo Labella chairman of the City Council’s committee on laws said there is no doubt as to the noble intentions of City Councilor Nida Cabrera when she proposed the subject ordinance.
However, Labella said considering the additional burden of planting five seedlings to the parties for a marriage contract the public hearing is necessary before it will be submitted for final deliberation.
Cabrera wants couples applying for a marriage license with the Office of the Cebu City Local Civil Registrar to attend a solid waste management lecture which will be incorporated in the pre-marriage counseling seminar and to plant the required number of tree seedlings.
Couples who cannot comply with the requirement will not be able to obtain a marriage license if the proposed ordinance will be passed by the City Council and approved by the mayor.
Some believe that the ordinance, if approved, will discourage couples from getting married.
Latest statistics from the National Statistics Office already show that the number of couples getting married is going down making it appear that many of the couples now just live together without getting married.
Cabrera argues the proposed ordinance is geared towards encouraging greater private sector participation in solid waste management and strengthening the integration of ecological solid waste management, resource conservation and promoting environmental awareness.
