I think the highest building in the Philippines is currently the PBCom tower in ayala ave. (53 flrs?). Next highest buildings would be RCBC, GT, LKS, Philamlife and a condo along Roxas blvd (8277?). In Cebu, definitely, the still u/c Crown regency, then the two Winland towers.
I noticed when I ask this question to my friends, they answer always be the number of floors. Numbers of floors gives the probability of height, but I looking the figures in meters...

yes, the number of floors should not be the basis in determining building heights, petronas is only 88 floors but still taller than the 110 storey empire state building.
dats right!some building architects limit the floor to ceiling heights of the upper floor to save some constraints- economy & utility wise.
I think for us who have no access to actual figures (like height in meters) of the buildings can only base our opinions on visuals, and I think that's what many of us are doing here. If there are those who have actual figures (like association of architects?), then they should cite these facts, by all means.

Ask your architect friend or anybody working in construction business to give height details (including building name and loacation) of their building built. In order to start a list here. When a list is made, many will be breaking their way to be the number 1.
