    Transport group fumes over Torres

    TRANSPORT groups belonging to the Federation of Jeepney Drivers and Operators of the Philippines on Sunday slammed the government for failing to sanction Land Transportation Office chief Virginia Torres despite an April 6 memorandum of the Department of Transportation and Communications.

    Fedjodap president Zenaida Maranan said they were shocked over the recent statement of Deputy Presidential Spokesperson Abigail Valte that the memorandum penned by outgoing Transportation Secretary Jose de Jesus “does not exist,” and that Malacanang could not find the document.

    She expressed disappointment over an alleged cover-up to find the memorandum.

    She urged President Benigno C. Aquino III to listen to the sentiments of the transport sector and other stakeholders to consider De Jesus’ recommendations to dismiss Torres for gross dereliction of duty and gross insubordination.

    “We laud De Jesus for his tough stance to cite various violations committed by Torres,” she said.

    Maranan also slammed the Department of Justice, DoTC, Office of the Ombudsman, and Office of the President for their inaction against the LTO chief.

    “Why can’t the government implement the DoTC report?” she asked.

    She said the operators and drivers have to bear the brunt of Torres’ plan to go back to manual operations.

    The Manila Standard Today was able to get a copy of the missing memorandum, dated May 23, 2011, was received by the Office of the President on May 25, 2011, with the markings “Office of the President of the Philippines...In Replying, Please Cite:RE0056600.”

    The De Jesus memorandum listed the benefits of the LTO IT project which Stradcom Corp. operates, and the consequences of reverting to manual operations.

    De Jesus said the LTO’s automated system reduced the processing time of all transactions, provides an audit trail of the history of a motor vehicle, allowed connectivity with other government agencies, and modernized the LTO’s public service delivery.

    The outgoing secretary warned that reverting to manual operations would affect the LTO’s online transaction processing nationwide including the online query facility and web transactions, and the LTO data warehouse.

    “Going back to manual processing will be tedious and counterproductive. LTO will regress and the transacting public will suffer,” De Jesus said in his memorandum to President Aquino.
