Incorrect.
The eclipse begins around 2:30 AM (kaadlawon) on June 16, 2011, here in Cebu. It will end sometime dawn, but you won't see the moon reappear because of two main reasons:
a) It will already have set below the western horizon. Furthermore, Cebu's mountains will make the setting happen sooner.
b) The rising sun's brightness will overpower the brightness of the moon's feeble light as it reappears.
CA3 might have an activity related to this event. Just visit the CA3 fansite for details.

The moon is quite bright--you don't need a special location in Cebu (i.e. to negate light pollution) to view this event, you just need to be far away as possible from trees, and tall buildings. A good place would be in the middle of soccer/football fields. But I wonder where in Cebu one could be able to access such a place late at night. Another good place would be Tops.
