There's a thread here about the DS, homebrew, etc etc. Discussion is more active there so you should probably direct your questions on that post. Anyways, if you're looking for emus, there are emulators for NES, the Spectrum, Coleco, and other really old platforms, there are a few SNES emus, two of which are being actively developed, but they're not good enough as it stands (compatibility is relatively low). There are also various homebrew games, none of which I've tried, and for apps there are organizers, image viewers and my fave, Comic Book DS / PictoDS which converts comic book files or a folder full of images into a DS ROM that acts like a 'book'.

Also there's ScummVM DS which emulates the engine behind old Lucasarts point and click adventure games, pretty awesome as I loved the old Monkey Island games as well as Sam n Max and Maniac Mansion.
