    Default NBI wants laptops regulated


    The National Bureau of Investigation (NBI) has proposed legislation that would regulate laptops, SIM cards, and other devices used in connecting to the Internet. But this early, at least two senators have expressed opposition to it.

    "I can foresee tremendous opposition to this," said Sen. Edgardo Angara, chairman of the Senate science and technology committee that conducted a hearing on cybercrime bills Monday.

    According to Palmer Mallari, chief of the NBI Anti-fraud and Computer Crimes Division, regulating the use of laptops "would help law enforcement agencies in the fight against cybercrime."

    Mallari said during the hearing that law enforcers often have a difficult time tracing specific users who connect to the Internet through laptops and wireless connectivity.

    He said if the government requires users to register their devices used in connecting to the Internet, law enforcers will have an easier time tracing those who may be involved in certain cybercrimes.

    NBI Computer Crimes Unit chief Migdonio Congzon said that 50 percent of Internet connections in the country is wireless.

    Sen. Francis Escudero, who was also present during the Senate hearing, said the regulation of laptops is an "overreaction."

    "Masyadong hassle ang pagrerehistro kung saka-sakali ng individual laptop owners ng kanilang laptop (Individual laptop owners will find the registration of their devices too much of a task)," he said.

    Earlier, Senate Majority Floor Leader Vicente “Tito" Sotto III also pushed for the mandatory registration of SIM cards after initial investigations showed that a cellphone was used to detonate the bomb inside a Quezon City-bound Newman Goldliner bus last month.     They should pass bill first for internet hacking before implementing this... I know wla pana sa Pinas... 2nd, capture corrupt and useless police first then implement this new policy....

    I guess to those who have said on the other thread that sim registration is easy will eventually say the same to the laptops/pda/iphone/ipad etc registration.

    I agree. Cybercrime prevention bill wasn't even a priority in the current administration even with the prevalent rise of computer crimes here in the Philippines.

    Regulation of laptops is just an excuse for the incompetence of NBI to solve cyber crimes. Hell, laptops don't even make the majority of the cyber crimes. They might as well regulate desktops. This is only asking for more red tape.

    What NBI needs are competent information security experts and not profiling. Let's face it, even if the internet is regulated, cybercrime barely pays, and it rarely pays.

    hayyyyyy wala nay lain ma huna hunaan, ang manga law inforcers nato kay nagpa dako lang sa manga tiyan. dapat adto sila mag sugod didto og pa tul-id...

    mao2 raman ni sa kato crime involves motorcycle na mag fullface helmet... nya implement dayon sila na dili pwede mag full face helmet... waaaaa wala sila ma yabag. og dili pod mag helmet kay dakpon pod. saonz..... na unsa naman ni atong gobyerno oi, nag pundok man ang manga bo-go didto, dili hinoon tanan pero kargado jud.

    simple ra kaau ang sulbad aning manga problemaha oi. police force should work 2 times harder, dili kay mag cge lang og lingkod sa prisento mag suwa og computer games or mag tanaw og cable tv. faet....

    Mao niy nakapait brad, kay unsay problema nga ni exist buhatan dayon ug solution nga pang short term lang. Parehas sa helmet, abi gigamit sa crime buhatan dayon ug balaod nga dakpon ang maggamit ug full face helmet. OT na, back to topic.
