Can anyone suggest a good value sound card that I can use to record cassette tape contents on my PC?

Any soundcard can do that as long as it has a "line in" or "mic" input. What you need on the other end is a male-male stereo plug that you can attach from the "headphone" out of your cassette player to the "line in" or "mic" input of your sound card. Let sound recorder or any other audio recording software do the rest.
