Is your program accessing or compiled with this dll? Or you have no idea what this dll is? If this is from a 3rd party library, you might try copying the file from an installer or different workstation and place it to where your program is. If that doesn't work, try registering them using regsvr32. If that doesn't work still, you might try re-installing the 3rd party library/software you are interfacing to (if you are).
