Despite the flak he received for his "unusual" proposals, Provincial Board Member Arleigh Jay Sitoy is still at it.
This time, he wants the swimwear competition in beauty pageants in the province restored.
Sitoy raised this incidental motion during the Provincial Board's regular session a week ago while its members were discussing a resolution requesting the local government units to include in their fiesta activities the contest on drama, debate and the like.
The resolution is co-sponsored by Sitoy and PB Member Julian Daan.
Sitoy pointed out that if international beauty contests include swimwear competition, it should also be done here.
But PB Member Agnes Magpale, co-chairperson of the Provincial Women's Commission, quickly reminded Sitoy of the existing Provincial Women's Code.
Magpale said that wearing of swimwear during beauty pageants is allowed as long as it meets the standard provided by the Code, which prohibits skimpy attire during the beauty contests.
Sitoy said he has no intention to violate the Code but to adopt the international standards in beauty pageants.
Magpale challenged Sitoy to try push through with his proposal and "we will see each other in court" prompting him to withdraw his motion.
Sitoy has been hugging the headlines recently and earning criticisms because of his proposed measures such as the separate toilets for homosexuals and bisexuals, putting of nutrition labels in chicharon package, and recently, the requiring of permits for buying drugs that enhance sexual performance.
He admitted his proposed ordinance on chicharon was based on his personal experience and he wants to caution others against eating it excessively.
Governor Gwendolyn Garcia earlier reminded all local chief executives to observe and strictly implement the Women's Development Code of Cebu Province at the height of several controversies and *** video scandals involving celebrities.
In 2007, Garcia walked out of a beauty pageant held in Boljoon town, northern Cebu after she saw women parading on stage in skimpy attires.
Following the incident, the governor announced she would no longer be extending financial assistance to fiesta celebrations that would organize such beauty pageants.
The governor also warned all chief executive and public officials that she would file charges against anyone caught violating the provisions of the Provincial Women's Code.
Garcia had sued the two celebrities and other persons responsible for the staging of a bikini show in Bantayan Island during the Holy Week in 2008.
She also warned resort owners and event organizers planning to stage "bikini open" type activities in Cebu province during the Holy Week to face stiff penalties for doing so.
The governor said the Provincial Women's Code that prohibits indecent activities like bikini contests since it "humiliates women." She added the display of flesh in bikini contests "desecrate womanhood."
Companies, which insist in holding these programs, will face possible revocation of their business permits and a fine of P5,000 or both.
