Sen. Gregorio Honasan II said in a text message the Chinese should get a copy of the report only after it had been published for the benefit of Filipinos. “We have to avoid the perception that we are catering to dictates or pressure from a foreign country.”

The obligation of the government is to its people, said Honasan, chair of the Senate committee on public order.

A senior government official, speaking on condition of anonymity, said that Malacañang officials did not consult the Department of Foreign Affairs in making its decision to release the report first to China.

“They decided among themselves,” the official said.

there's alot of great minds in the govt. that needs a break and deserves to be in a proper position. one great person is Ms. Delima. i admire her a lot. she's in the right place. i hope more of her will be placed in impt. positions like, DILG sec, Executive sec, and a lot more. i just hate to see unqualified people in such high profile positions just because the president owes them their support last election in whatever form that is.
