TO FIGHT child pornography within Internet cafes in their town, youth leaders in Cordova have formed their own monitoring team and hope to get the town council’s support.
“We want to change the perspective of the townsfolk when it comes to the Sangguniang Kabataan (SK). We all know that some people believe the SK is useless and its members only receive honoraria without working for it,” said Limar Jay Tongco, SK chairman of Barangay Alegria. “We want to change that.”
He said in an interview that the creation of the committee in their town will show constituents the SK is pro-active.
Proposals to abolish the SK were discussed earlier this year, when lawmakers debated proposals to defer the youth and barangay elections on Oct. 25.
The SK Federation in Cordova worked on creating its own monitoring committee with the help of the Ramon Aboitiz Foundation Inc. (RAFI).
Tongco said in the 13 barangays in Cordova, at least 47 Internet cafes operate.
But out of the 47, only 11 are registered with the town, despite an ordinance that is supposed to regulate these establishments.
Based on police reports, he said, SK officials found out that in Cordova, only a few cases are filed in court against suspects in incidents of women and child abuse.
Part of the problem, the SK official believes, is the lack of teeth in enforcing ordinances, like the one that regulates Internet café operations.
With the approval of the SK Federation, Tongco and his group submitted a draft ordinance asking all Internet café operators in Cordova to install software that will restrict the viewing of pornographic websites.
Violators face penalties that range from a warning to closure. The monitoring committee proposed by Tongco’s group will serve as the investigating body.
“If an Internet café is caught without such software and also not registered with the town government, immediate closure, along with a hefty fine, will be made against the establishment, depending on the findings of the committee,” said Tongco.
The proposal has yet to undergo second reading.
Tongco, along with fellow SK chairpersons Roquesa Marie Regis, Haidee Faye Garciano, Goldie Anne Maglangit and Marjorie Mante, are conducting seminars within the barangays to discuss child pornography.
One challenge they have yet to face is the problem of child pornography being viewed or produced within homes.
Tongco and his group came up with the creation of the monitoring committee as part of their project during RAFI’s Young Minds Academy. Tongco and his group are just one of 20 teams of the Young Minds Academy, which is now on its second season.
