handset accessory connected to laptop.. need more details.. pls help..

Saw this guy one time at the coffee shop and he was talking by use of a handset connected to his laptop.. it looked like a normal telephone with the cord only without the body - that part with all the numbers.. Can anyone tell me what are needed? such as are there softwares that must be installed for it to work? or can you just buy that accessory and connect it right away to the laptop and use it right away when using skype or etc.. where can you buy it? what else is needed aside from that accessory.. is there a connector? how much would it probably cost? and oh yeah, when using it.. does the recipient need to use one too? would really appreciate anyone's help.. thanks!!!
