well, you can start by participating in the discussions here in this forum. perhaps if there are meetups or non-exclusive photoshoots, then you can also join in. you have to become a member of IPC first if you want to join in IPC exclusive photoshoots. there are also other photoclubs in cebu:

    Shutter8
    Photographers Club Of Cebu
    Cebu Photo
    CDP

try friends instead of just clubs.
    its more meaningful and intimate.
you just dont have any idea yet the
camera culture here in cebu or where it is heading to.

thanks to all who replied.. i guess your right, i'll try to spend more time here in the forum 1st, then maybe decide to join a club..

as to mokiloo, thanks for the advise. i have good friends here in Cebu, who are also from Bacolod City, but they don't share the same hobby with me. That's why I am trying to look for a club where in i can join, so that i can learn more about photography and most specially gain new friends here in Cebu.

thanks again for the reply guys.

bro I mean just look for individuals who's into the hobby but not necessarily a club.
some clubs here, hopefully not most (fingers crossed) only end up comparing gears resulting to a camera arms race instead of sharing a well taken photo and some personal tips on how its accomplished

and some end up as rowdy junkets in street photowalks or photosessions
and there the learning part jumps right out the window

my suggestion is you might want to consider starting with a few select individuals-- 3-5 persons is good enough for the safety in numbers thingy.

also try make it as intimate and personal as possible and no need to rush on things
the learning process will just seep in slowly...less technical but more emotional.
I think that's what photography should be more about.

just my humble 2 cents worth lang 'tol

join a club bro bahalag maghinambugay ra ang uban sa ilang mga gears, join them sa ilang paghinambugay pero ayaw lang padala... hehehehehe... pick out some good things sa inyong pang istoryahan... the more you surround yourself with the the same hobby/passion as you, the faster you will learn and at the same time enjoy pa gyud kaayo... kung gamay raka og kuyog gamay rasad imong makat-onan boring pa gyud kaayo... so why limit yourself to 3-5 persons when you can have more... of kors naa gyud panahon/shoots nga kinahanglan gamay ra mo(e.g. NUDE)...
