    Born on February 3, 1963 and a resident of Paknaan, Mandaue City, Liberal Party councilor hopeful Beethoven “Toben” Andaya holds a degree in Bachelor of Science in Industrial Engineering from the University of San Jose Recoletos (USJ-R- 1986).
