i know a public school teacher who does nothing but participates in "seminars" held at the best tourist destinations sponsored by no less than the government. the seminars are all expense paid for by the Department of Education in places like boracay, baguio, tagaytay, puerto princesa, davao, etc....her seminar tshirt seems like a travel brochure. she has done no teaching....she is a full fledge seminarian...kanus-a tingali ni sya mahimong pari.

no wonder the quality of education in the philippines has declined in the last twenty years. they are spending money on local tourism.
