I just posed this question why evry time he is assigned in an area, there is an increased in killings of activists.
Military hate the NPA because they are enemies but with Gen. Palparan the animosity is deeper. Anyway its just my perception which I hope shared by some.

Communism is a dead ideology. Ng-samok2x nalang na sila sa mga tao. Ang mga NPA sige lang na sila og pangayo og kwarta sa mga tao. Revolutionary tax daw. Syempre mo-hatag nalang intawn ang mga tao nila ky naa gu'y dalang armas.
Mag-lagot gyud ang mga tao nila sa hilom ky pangayo-an gud sila og kwarta permi. Kapoy nasad og paminaw sa ilang mga false promises.
