Title of the song? (Related to Cebu)

Hey guys, I'm looking for the title of this song which has been a mystery to me for the last 8 years already (or did I count that right). The song is related to Cebu which shares the same theme with Dandin Ranillo's "Cebu".

The lyrics contain something like: "Which we celebrate year after year, Cebu, I'm coming home to you, you'll see".

The first time I heard the song is in CCTN 47, where CCTN randomly plays it in between commercials with the scenery and festivals of Cebu in it.

The song has a similarity with the song New York by Frank Sinatra.

If you have been to SM Northwing yesterday (Saturday, Northwing, somewhere at 4-5pm in the afternoon, there was an event there which was a festival related to Cebu. At the start of the event, the song i'm referring to was the second song sung at the event although I do not really know who sung it. Before that song, Raki Vega, Dulce and a singer who isn't familiar to me, also sung.

I can't find this song anywhere even on google. Already tried all different ways to find it but not found any single trace about it.
