    Default arming Brgy CAPTAINS with M16 Riffle..necessary or not?


    a proposal of mayor TOMAS to arm Brgy Captains [especially in the mountain barangays] with a refurbish M16 Riffles formerly used by SWAT in order to thwart communist insurgency and to speed up the fighting of criminal activities in the rural areas.

    what do yu think..is it necessary or not?

    Mayor wants M16s for barangay captains

    CEBU City Mayor Tomas Osmeña yesterday said he wanted to arm mountain barangay captains with M16 Armalite rifles because there were not enough policemen to field in their remote areas.

    “I want to make them self-reliant. We have to be creative in improving peace and order,” he said.

    The mayor’s statement was greeted with applause in the general assembly of the Association of Barangay Councils held in Tambuli beach resort in Lapu-Lapu City. The only exception was Agsungot barangay captain Petra Arnoco, 84, who said she was too old to carry a rifle.

    About 20 of Cebu City’s 80 barangays are located in the hinterlands.

    The mayor said he would ask the City Council to approve a P2 million outlay to buy brand-new firearms and ammunitions.

    yes it would make a big difference..consider yourself as a kapitan in a far flung barangay and then you're facing a communist insurgency/criminal activities with only a BATOTA in your hand..won't yu ever wish for a powerfu firearm to fight the NPAs/criminals instead of just batota?

    yes it would make a big difference..consider yourself as a kapitan in a far flung barangay and then you're facing a communist insurgency/criminal activities with only a BATOTA in your hand..won't yu ever wish for a powerfu firearm to fight the NPAs/criminals instead of just batota?
    why not arm the tanods instead? they are the ones assign to keep peace and order, not the brgy captains.
    if the brgy captains be given a M16 rifle, he will not protect his constituents... he will just be protecting himself.

    this more like forming a CVO -civilian volunteers,....why not use ragular army or cafgus to assist..it would be more appropriate and wise


    arming the tanods with m16s? er i think this will be prone to abuse they dont have the necessary training thats why in a cvo or cafgu unit there is always a regular army enlisted men to command them in order to avoid such incident because the cvo and cafgus though good shooters are not totaly trained in the rules of war most of them never finish even highschool or have difficulty in reading and writing. even the educated army men sometimes go hay wire....better put a marine unit it's the most educated and professional of the AFP. Sa gupit palang ng buhok and wearing of uniform you will see the difference but hell this is suppose to be Cebu is there really a need for such??is the problem that big?

    if the brgy captains be given a M16 rifle, he will not protect his constituents... he will just be protecting himself.
    it's the brgy captain who has the mandate of the people not the tanods, that is why they will become the first target of the NPAs when insurgency arises in the area..tanods should not be armed because of the greater risk of abuse and misuse.

    what i like about TOMAS when he made this proposal is that he takes FULL responsibility of whatever wrongdoings these brgy captains may perpetrate..also he subjects them first into rigid trainings and seminars on the proper handling of firearms.

    yes they have the mandate... but doesn't mean they have the mandate to carry arms. just like the president, senators, congressman, Governors and Mayor can carry high powered guns as easy as that.
    As i've said what can a single person do to fight insurgency when sometimes a police detachment can be run down by NPAs how much more a single person... if the NPA will attack, that weapon of the brgy captain will just add up to the weapons and ammunitions of the NPA.
    If that Brgy Captain wants to fight insurgency... better make good of what was mandated to do, to provide services to his constituents, coz a happy constituents will do all they can to protect a good brgy captain.

    what i like about TOMAS when he made this proposal is that he takes FULL responsibility of whatever wrongdoings these brgy captains may perpetrate..
    and what responsibility would he take? would he go to jail because a brgy captain have killed an innocent civilian? It is nice to hear... but i'll take it as just another speech from a politician.

    FK seems to have a tactical point of view , it would have no difference if only the barangay captain will be armed with m-16 he will only be a magnet for target for the npa agaw armas attack better give him a revolver or a pistol to police his area...if its insugency better ask help from the police or afp to put a detachment in the area.
